Please be advised the work program as described in this proposal conforms to the Uniform Standards of Professional Appraisal Practice by the Appraisal Standards Board of The Appraisal Foundation. Although we remain unclear as to the purpose and use of the appraisal and report, we expect to be able to conform to your requirements. In the event of our report being used by a financial institution for lending purposes, we are required to observe the engagement provisions of FIRREA and would request an engagement letter directly from the lender. However, feel free to provide a copy of this proposal to any potential lender of the project for their review. Upon your execution of this proposal, John M. Thistlethwaite Interests agrees to perform the work program described below:
TIMING AND FEES
A study of this type typically requires two to three weeks to complete. We will prepare a written report and deliver such to you upon completion. The cost of this analysis is based solely on the time spent, however we are willing to limit the cost to $-------- plus reimbursement, at cost for out-of pocket travel and field maintenance costs.

Each of these above listed items are components of the Phase I Environmental Site Assessments performed by National Assessment Review Services, Inc. Sources will be documented. The objective of consulting historical sources is to develop a history of the previous uses or occupancies of the property and surrounding area in order to identify those uses or occupancies that are likely to have contributed to recognized environmental conditions in connection with the subject property.
NARS will provide an opinion as to the requirements for disclosure and recommendation for public recording if indicated in the event such disclosure is not required, it is our belief that the title of your property is better served by eliminating this disclosure, if possible. Our report will serve as written compliance with the property transfer law. We will solicit a written disclosure from a representative of the property owner, if possible, as support to our opinions.
The ASTM standards provide the first full consensus standards for environmental site assessments. We are addressing the concerns of today, and the evidence which may exist for further investigation into the site's use and history. Non-scope considerations of the ASTM Standard Practice include asbestos-containing materials, radon, lead-based paint, lead in drinking water and wetlands.
National Assessment Review Services, Inc. maintains an extensive library which will be utilized in the analysis of the subject property. Recent files from the Indiana Department of Environmental Management (IDEM), the CERCLIS listing as well as other relevant lists are maintained. Electronic access to EPA records utilizing the National Technical Information Service of the U.S. Department of Commerce is available to NARS as a subscribing member.
During the course of our environmental site assessment a field investigation of the project site will be made. This investigation will include an inspection of the property and building. A history of the site and building use will also be made to determine if any of the present or prior uses are likely to contribute to the misuse of the property. In the event we find a reason to question either the composition of building products for asbestos or presence of PCBs we will certainly notify you of our concern and provide a method of qualifying the concern prior to delivery of the report.

The persons associated with this report have the ability to develop conclusions regarding recognized environmental conditions in connection with the property in question. An individual's status as in environmental professional may be limited to the type of assessment to be performed or to specific segments of the assessment for which the professional is responsible. In the event the scope of assignment is identified as being excessive of the training and experience of the persons representing National Assessment Review Services, Inc. either of the following will occur:
1) Professionals with competency will be contracted to provide necessary opinions and recommendations, or
2) our client will be contacted for further direction as to the halting of the work program or continuation with competent contractors.
